The Broadband Equity, Access, and Deployment (BEAD) Program is a federal initiative to expand high-speed internet access in unserved and underserved areas.

In Guam, this program is being implemented by OIPD to improve access, reliability, and long-term broadband infrastructure across the island.

What BEAD Does

The BEAD Program supports the expansion of reliable, high-speed broadband infrastructure to locations that lack adequate service. It is intended to close connectivity gaps, improve internet access, and support long-term investment in broadband deployment.

What Guam Is Doing

Guam’s BEAD Program is administered by the Office of Infrastructure Policy and Development (OIPD). The office is responsible for planning, coordination, and oversight, including development of required proposals, administration of program activities, and implementation of broadband deployment in accordance with federal requirements.

Where Things Stand

Guam has completed the major planning phases of the BEAD Program, including proposal development, federal review, and the Challenge Process. With federal approval in place, the program is moving into implementation and deployment activities.
